Look under fungal diseases in onions
I think some people have tried covering their beds with plastic sheeting and putting new soil on top in a raised bed but not sure what the results were. Wouldn't a layer of gravel be needed for drainage?

Apparently even if one's onions appear fine it is best never to put onion skin or peelings in the compost.
