Does anyone know where I can buy seed potato in very small quantities, ideally by mail order(I am talking about 2-3 of each variety of potato).

There are loads of varieties I want to grow by have little space in which to grow them.

Your in Hampshire.  I do believe you have one of the best potato days: http://www.hhdra.org.uk/potatoday.htm.  Us poor yellabellies have to go without. :(

Charlton park nursery in Wantage sells loose seed potatoes - not all the varieties they sell ready bagged, but still quite a good selection.

My allotment organiser buys numerous varieties by the sack full, then splits them up as demand requires, be it in 25Kg, 3Kg, or just a hand full.

Perhaps you could ring round the local lotties and enquire.
