It looks like one of the Euphorbias.  And the ripe seed pods do 'pop' and the seeds will scatter and come up all over the place!

I was thinking of Cerinthe major, but it is not that looking again as the leaves are more pointed.  I would go for Euphorbia too, but not sure which one.

I agree Rhubarb Thrasher after Lavenderlux said it was one of the euphorbias I did an image search and it does look like that one.
