lentils on the Raspberries

My raspberries have a lot of what looks similar to brown lentils on the stems. scratched off there is a white powdery stuff inside.
They have been in troughs for ( good heavens)  17 years.  Have we just come to the end?

Lentils sound like scale insects.

This RHS page talks about 'brown scale' on fruit bushes do you think these look like your 'lentils'?
